It depends on several factors, including the nature of the handicap and any special equipment that might be available in the region where you want to fly. For example, there are some balloon baskets that are equipped to accomodate wheelchairs. However, this equipment is quite expensive and since the requests for such rides are relatively rare, most balloon ride companies do not have them. The only way to find out for sure is to contact balloon ride companies directly and ask. Explain the nature of the handicap and they will know if they or another company in the region might be able to accomodate the passenger.
